Advocacy and Enforcement


Penobscot Bay Waterkeeper protects the Penobscot Bay Watershed by enforcing environmental laws and defending them from statutory and regulatory rollbacks; advocate for strong water protection policies, regulations and permits; hold polluters and agencies accountable; and evaluate all threats that may harm waters of the Penobscot Bay Watershed.

For far too long, our waterways have been under attack by unchecked industrial practices and pollution. Penobscot Bay Waterkeeper is an unapologetic advocate for the bay, watershed and all beings that are its inhabitants. We believe in, and operate through, science and law while keeping the health of the water and our communities front of mind. We contend that clean water, ecological well-being, healthy communities and economic progress are inseparable. 

The objectives of the Advocacy pillar of our strategic plan are clear. We will work with communities, municipalities, business interests and state agencies to ensure our waterways are clean, laws to protect the environment are enforced and all are held accountable. Building strong relationships through effective and honest communication throughout the watershed are at the core of our work as stewards of the waters of the Penobscot Bay Watershed.

ADVOCACY AND ENFORCEMENT OBJECTIVES

  • Advocate for a strong, protective environmental framework; better agency enforcement and strong clean water regulations. 

  • Using all of the tools available, advocate for clean water throughout the Penobscot Bay Watershed through legal processes including litigation.

  • Advocate for and participate in projects associated with dam removal, fish passage, and river restoration opportunities throughout the watershed.

  • Develop priorities for water quality advocacy efforts in collaboration with partner organizations and establish a tracking system for enforcement actions.

  • Convene a Penobscot Bay Waterkeeper Advocacy Advisory Board whose charge is to assist with advocacy and legal strategies for all enforcement actions.
